RECOA and PVD Training Join Forces to Build Vietnam’s Offshore Wind Workforce

24 October 2025 – The Renewable Construction Academy (RECOA) is proud to announce a strategic partnership with PVD Technical Training Joint Stock Company (PVD Training) to accelerate workforce development for Vietnam’s emerging offshore wind sector. 

This collaboration marks a significant step toward equipping Vietnam’s labour force with the skills needed to support the country’s renewable energy ambitions. Together, RECOA and PVD Training will raise training standards, deliver specialised programmes, and foster a pipeline of talent ready to meet the demands of offshore wind—both locally and globally.

Vietnam’s offshore wind potential is vast, with shallow waters near densely populated coastal regions offering ideal conditions for development. Backed by government initiatives such as the National Power Development Plan VIII (PDP8), Vietnam is positioning itself as a future leader in the global renewable energy market.

The sector is expected to generate thousands of high-quality jobs across technical, operational, and managerial roles. According to CIP’s “Offshore wind workforce” report, the proposed 3.5GW La Gan offshore wind project alone will require over 45,000 full-time equivalent (FTE) employees over its lifetime.

Through this partnership, RECOA and PVD Training will co-develop tailored training programmes, share industry insights, identify emerging skill gaps, and host seminars to support knowledge exchange. The collaboration will also produce analytical reports to inform and guide Vietnam’s offshore wind strategy.
